Course Description

This course provides an overview of how to conduct investigations and prepare evidence for administrative law hearings. Designed for participants in compliance and enforcement at government agencies, this course introduces participants to report writing, citation of authority and reference handling, investigative techniques, and case management and tracking. Through facilitated group work and practical exercises, this course improves the participant’s ability to effectively write Memoranda of Interviews (MOI’s), Reports of Investigations (ROI’s), and other investigative related documents.

Course Objectives

By the end of this course, students will be able to:

• Explain the legal powers of government agencies, authorities of ALJs and the Administrative powers of executive branch departments

• Compare investigative techniques

• Recognize best practices for case management and tracking systems

• Define the POWER formula as it pertains to writing investigative reports

• Compose investigative reports that are Accurate, Clear, Concise, Complete and Objective

• Identify the requirements and uses of investigative memoranda and final investigative reports
