Course Description

  1. Objective

The objective is to design and deliver an integrated certification program of PPP capacity building workshops for MOCI officials and staff to enable them to proficiently manage the selection, analysis, implementation, and monitoring of PPP projects as well as to attain APMG PPP Professional Certification.

  1. Training Curriculum

The key principles driving our design of this capacity-building program are that the PPP workshops will be: 

  • Customized: The design of our workshop content and curriculum will be customized to meet the unique requirements of Qatar’s legal, regulatory, and institutional framework;  

  • Cumulative: Each workshop curriculum will build upon the learning outcomes of the previous workshop;

  • Integrated: The content of the workshop modules should merge to meet specific learning outcomes covering the full range of Qatar’s PPP project cycle; and 

  • Actionable: Rather than being just theoretical, our curriculum will focus on providing practical, real-world PPP lessons learned from relevant case studies of both successful and failed PPPs. The program will feature regular analytical discussions of the various ideas and PPP project proposals brought forward by MOCI .  

This program has been designed for virtual delivery to meet the realities of delivering the training under the constraints of the pandemic. The proposed modules correspond to the attainment of APMG PPP Professional certification and are broken up into three levels:

  1. PPP Foundation;

  2. PPP Preparation; and

  3. PPP Execution.

Training will take place over the span of 7 months, i.e., one level approximately every two months. Note: the time gap between levels could be reduced, but we believe that two months are required to accommodate the study time and professional commitments of the participants. The ultimate goal is to make sure that the participants digest the course materials in order to apply the learning takeaways at the workplace.
